You need to speak to your boss right away. Ask to speak to him privately and give him the information you know about the stealing. You can request that he keep this confidential unless it has to go to court. This will protect you against retaliation. Stealing is wrong and harmful to the business. If you do not report this, you may be considered complicit in the stealing. Tell the boss today.

Stilling merchandise in the workplace is a grievous offense. Merchandise should always be on the move, at all times, for all reasons. This helps to keep the merchandise looking good and feeling it's best! At no point should the merchandise ever be still!!! You should tell your boss at once, because your co-worker is violating important company policy and industrial law!

It depends on your boss's attitude and the corporate style of the organisation. Some managers get highly offended that you have noticed this (and they were unaware of it) ..they become defensive, because they it reflects poor management.
Others feel that you might be involved and you get "punished" as well. Also consider the attitude of the employee. Will they want to "take revenge" for you whistle-blowing?
Some managers are pleased at your honesty and try to address this in a professional manner with the person involved. Of course this would be ideal.
Whatever you choose, make sure you can also deal with the consequences. (This also apply to the choice of "doing nothing")

Stilling is wrong obviously but complacency is just as bad. I look at this way, your friend is ultimately taking money out of your pocket since the company won't realize a profit on the missing items and therefore won't be giving you a raise. Since you won't be getting a raise because of your friend then you either confess up or get in on the act and be stealing too.

Just be honest with your boss. Do you want to be accused of doing it since you are a "team?"
OR
Tell them (thief) to stop or you will turn them in. You refuse to take the heat since you are a "team."
