"What is the quickest and most effective way to kill a house lizard?"
House lizard? Similar to house fly?
Are there places where lizards are as common as flies in the house?
Is it someone's pet? If so, shame on you for killing the lizard.
If not, why kill it?
Here in texas, we have lots of those little gecko-like lizards. If they get in the house, it doesn't bother me. They eat bugs and I don't like bugs in my house far more than a little gecko.
You should be able to catch it though if you want it out of your house. It can be tricky, but use patience and cunning. You'll catch 'em.
Killing lizards is bad juju. No kill the lizard.

Using a strong insectiside, usualy those used for killing roaches, firstly spray on the lizard, immediately it will fall down from the wall and it will become very weak, the use a peice of cloth and throw the cloth on the lizard and now you can catch it and throw it outside of the house.
The way i use in my place is that i got a toy gun which shoots small plastic ball of 6mm, but it is really powerful, i hit bird also withthis gun. I aim the lizard and normally i hit it on the first shot in the head (and if still alive i'll shoot until it can't run away) and then i take the corps and throw it outside.
whichever way will be very quick.

Hard one, try those lizard traps sold in hardware stores or insect spray.
To avoid house lizards in your house, hang pandanus leaves (pandan leaves) around the places where there's alot of lizards. This just drives them away, not killing them.
Pandanus leaf is a very aromatic leaf used in Asian cooking. If not in asia, try getting frozen ones from asian markets.

Call animal control, they can come and relocate it. If it is not your pet it may belong to someone else and has wandered in looking for a home. Lizards are harmless and very beneficial to the environment. Give animal control a call I am sure they will help you

There's a product called Wet Feet. It's the best there is for geckos. You can get it at any DIY stores( like home-fix).

Why i want to kill house lizard ? ouh because it **** everywhere, and i need to clean it up. if it does not **** in my house like a decent ant,butterfly or spider i would not have kill it.

They are so beneficial by the number of insects they eat that I never kill them. I catch them and turn them loose outside.

They harm no one, eat other intrusive critters, aren't ugly, sell lots of Geico car insurance, and all you need do is catch and release. OH BTW, keep your doors closed.
