Use a blue eyeliner on your inner, lower lid; nothing too dark, and wear blue close to your face. If you want your eyes to be the focal point of your face, play down the lipstick. Make it pale. Be sure to have your eyebrows done well as they frame your face. Do a smokey eyeliner, then lightly cover it with blue shadow. I mean you don't want to look like a hooker! But the shadow over the liner will soften the look. Black mascara.

Don't get contacts, they look fake and really awkward. I have blue eyes and everyone tells me its the first thing they notice cause I know how to do makeup really well. Take the advice sassy old broad gave you. Its really good. I do it all the time. You can mix it up by using gold eyeshadows. Leaning either toward the pinkish or brownish side. The gold is the closest thing to orange (which is blue complimentary color) that looks not only good with other colors, but natural. I like the physicans formula gold based eyeshadows personally. I have blue eyes and whenever I want them to stand out I wear something blue. Also, if you are thinking makeup wise make your eyes stand out but keep the rest of your face simple.

Wear very subtle cheek and lipcolor, but don't go overboard on your eye makeup. Warm earth tones with a bronze liner are great for daytime. You can play more with color at night (greens and plums).
Shaping your eyebrows is the fastest way to draw attention to eyes. Go to a specialist to get the best wax, then maintain at home.
Finish with black mascara on curled lashes. If you are afraid of the clamp style, Robert Jones sells a heated curler that is as easy to use as mascara.

I have blue eyes too, and was going for the same thing. They do this thing with eye shadow now that is suppose to compliment your eye color. Get the one for blue eyes. I got it and was really happy with the outcome.

I would try the Almay cosmetics. They have a wonderful line out to make your natural colors stand out more. Eye shadows, mascara, and liners. I have dark green eyes and I use their products. I like how I look very much.

I have blue eyes also and I find that if I wear a blue colored shirt it makes them pop more. There's also colored contacts, but that kind of takes away from the natural aspect.

i have blue eyes too.
to make them "pop" i use a stiff, tapered eyeshadow brush to rim my eyelids (top and bottom) with deep brown eyeshadow. i do this in the place of eyeliner, and it stays all day long.
then i use a plum shade of shadow, and i'll add some deep navy at night for drama. use brown-black mascara.
the thing to remember is that brown really brings out blue better than black does.
