I saw this report on 20/20 about a year ago. There is a council that meets in NYC every spring right before fashion week. The council is made up of influential designers, artists, curators, etc. who through a one-day-long process, make up a board of about 26 colors that represent the hottest colors for the year.
This can be used by other designers, marketing firms, students and so on.
I need to know everything about this coucil!!

I think what you are asking about is an organization called the Color Marketing Association. The participants represent all aspects of manufacturing where color is a key element of the item. Each section or division has many members- you can join if you can afford the dues. Car manufacturers, furniture, fashion, decorative accessories- you name it, there is a division that forecasts the colors that are going to be in. They do have meetings- and the outcome is color forecasts that are suggested colors to be used.

I've often suspected this. This cabal meets to decide what we are to wear each year, thus rendering last year's wardrobe obsolete! This might explain why Calvin Klein would put a fly into women's "foundation garments."
