it's slowly drying up & browning.

Cedars are very prone to spider mites....tiny tiny pests that live in the dust particles of the plant.....Drought conditions intensify this, with out rains there are no showers to wash the foliage.
A good wash of mild soapy water will cure this. Depending on the size of your tree you may need a sprayer that connects to the end of your hose, miracle grow makes one ( but I am sure there are many) Fill the bottle with water adding a teaspoon or so of liquid dish soap. spray you tree trying to get all sides of the brush.You may need to do this every 2 days or so for a week or longer until you have them under control.Then as you water just give your tree a weekly shower with the garden hose. There are a few disease a cedar can get but the symptoms you describe do not really fit them. . Hope this is helpful

Eithor give it water if your in a drought or check and make sure you dont have anything such as ants, carpenter bees etc. eating away at it. But the drying up your talking about sounds like it just needs water, put the hose about 5-10 feet away from the base and allow it to soak up water from it for 15-20 min. Move around the base within the hour a few times and it should bring it back to life.

I agree with the two above, one more thing, if your are in the southeast or mid west, and in full sun, that could be a big problem. Transplant to a shadier spot. If it is too hot for you to stand there, it is probably too hat for your ceder tree to grow there.
