It won't let me click anything on there including the icons and everything. Not even the start button!! Can anyone help me?

When you accidentally shrunk the taskbar there could be a thin, grey line on the very bottom of the screen, if you position your mouse the pointer will turn to a line with two vertical arrows, click and drag to the desired state or size of the taskbar. Done.

Right click the taskbar and then uncheck the "lock the taskbar" tab

Just right-click on the task bar and uncheck the "Loch the Taskbar" option.

Richt-Click the task bar and click on "Lock the taskbar" to disable it

go into your control panel
and go to add/remove programs

there u will find the toolbar listed...
and uninstall it
