Depending on how fish is prepared it can be rather messy/oily (and possibly hot). Eating it with your hands would be inadvisable under these conditions. Using utensils is necessary for these.

There are ways to prepare fish so that utensils (including chopsticks or other implements) are not necessary: fish sandwiches and sushi come to mind.

So I guess there are times when it does matter and you should use them, and times when it is unnecessary.

yes,if we eat with it we feel like we are eaing with a fish fork and knife and not with a spoon
