"Polymer clay is fine particles of polyvinyl chloride (PVC) suspended in plasticizer". I doubt there is any easy way to make it yourself. If there was I guess it would not be so expensive.

Polymer clay is a type of clay based on the synthetic polymer polyvinyl chloride. It is different from earthen clay used for pottery, which must be fired in a kiln, and from air-dry clay such as paper clay, which dries at room temperature, and from modeling clay used by children and animators and does not dry.

I did not "make" it but rather bought some for a projest. It is a very hard material and has to be "worked." I did not use it again and would not!
