The '03 Honda manual and tool kit are both located behind the right side locking cover below the seat. The manual held to the cover by Velcro and the tool kit is held to the frame by a thick rubber strap. Most tool kits I've seen come in a blue plastic bag. Good luck.

On most motorcycles, it's under a side trim panel on the left side of the bike, or under the seat. Look for a lock that opens with the bike's ignition key.
Of course, if this is a used bike, there's no guarantee that the tool kit is still on the bike. The previous owner may have removed it.

Make your own tool kit, the kits on bikes suck anyway. 8, 10, 12, 14 and 17 mm wrenches; screwdrivers, pliers, and spark plug wrench should cover basic needs. Add a small flashlight and electrical tape if you have room.

On my 2002 Shadow Spirit the fuse box is behind the right side cover. Its a small black box with two fuses and a diode inside.

Check your owner's manual. It will have a section showing you where it is stored in the vehicle. If you don't have the manual go to a library or auto parts store and look in the manual appropriate for the car in question.
