Locked means you can only use it with a specific carrier(sprint, tmobile etc) and unlocked means you can use it with any carrier of your choice.

I have an older model Nokia. Locked generally means the keypad is locked and you can't dial out. You can, however answer calls. It prevents another person from using the phone temporarily if you have lost your phone or had it stolen. I lost my phone, called my carrier and when they broke the code, the police were notified because of the signal. Got my phone back. That only worked because I knew I had lost my phone within five minutes. Phone lock codes are relatively easy to decipher.

Carrier said getting the phone back in one piece is not that common anymore. Best thing the locking code does is give you a bit more time to report the phone stolen and keep charges from piling up, but it needs to be reported as soon as you notice it's gone.

Unlocked means the phone is useable. Locked means the code to "unlock" it has been entered and it can not be used. If you buy a phone via internet from someplace (like eBay) if it does not say it is unlocked, when you get the phone you would not be able to use it and even if it is for Cingular or T-Mobile or what ever phone service, even they can not get it to work for you. So if you are buying a cell phone, no matter where you get it, make sure they unlock it, or it will be useles and you will have waisted your money.

Unlocked means you can call freely use the menu etc. When you lock your phone you need to have a code to unlock it. You won't be able to use any functions of the phone if it's locked.

If you lock your cell phone it will not accidentally dial people while in your purse or wherever. It just means the keypad is locked

unlocked = you can make calls, check phone calls received,
look up numbers in phone book,

locked = you need to enter your pass code to be able to use
the cell phone.no calls out.

Be specific, is it to do with the key pad or the security or pin code being locked aor unlocked

Locked- means that it can only be used with a SIM CARD from the service provider that locked it.
Unlocked- means that it can be used with a SIM CARD from any service provider.

Locked means that your keypad isn't activated, so you won't "call" anyone from you pocket or purse.
