This depends on the type of turtle. Tortoises will drown, softshells and marsh species prefer shallow water, and so on.
Pond turtles, however, like Painted turtles or Red-ear sliders, would be ok... if a couple other things are good.
If the tank is filled, how will you keep the turtles in it?
How will the turtles climb out to bask?
Can you heat all that water and keep it clean?
Remember- the rule of thumb is 10 gallons of swimming space per inch of turtle- but you still need basking sites, etc.

Make sure there is room between top of water and the aquarium hood so he has room to surface.
Also make sure he has a place to climb up on to dry out & sunbathe. A stack of flatter rocks works well; just make the top most rock be above water level.
We're also assuming this is a water turtle? Box turtles don't live under water.

fill the tank about 1/2 to 3/4 and place rocks to rest on that stick up out of the water or place a floating turtle dock or floating log.red-eared sliders love lots of water and a place to rest out of the water.

FILL IT AS MUCH AS POSSIBLE, it depends on your turtle, your going to need a basking spot a uva/uvb light so the turtle can grow. and have a nice shell, dont fill it to much that they can get out

Don't fill it to the top the turtles need to come to the surface for air about halfway should do it ....cheers

fill it as high as you want but put a large rock in there that it can climb on top and be above the water..turtles like to swim but they also like to come out for a while....i had one that lived for 8 yrs....and he loved his rock....we painted it different colors(outdoor paint) and put her name on top...MRYTLE THE TURTLE :) put some stones and other things in there also if the bowl is big enough

dont fill it to the top!! it needs to breathe you should also put a basking area inside the tank and put a heat light since it is a cold blooded animal

Turtles need air....alot they can only stay under for a couple minutes.
