It a way to let the girl they like to notice her... It's normal... The girl may be irratated by this behaviour but the guy will end up feeling some kind of great triumph because she notice him. Which, in my opinion, as a girl and victim of one of these, is kind of boring and at the same time, childish.

Guys do this. A guy will pick on girl if he likes her because they think it is cool.
They consider it flirting. Also I think they want to see how you react to what they say.
