I bought a 1980 motbecane moby moped and the inside of the gas tank is full of rust. My problem is the gas tank is part of the frame so I cant remove it. Is there anything I can try to clean it out?

No, you should get rid of that piece of crap and buy a car, because mopeds suck.

There is a product called Creme which lines your tank with an epoxy resin, but you will have to take the bike aprt to use it. I did this with a moped and it worked great. The problem is to make the frame light enough so you can work the creme into all the corners of the tank. It's the only way to save the machine, and it will take lots of work!

You could try a 50/50 mix of white vinegar and water, leave it soak for a few hours and rinse out with water. you may need to do this a couple of times, leaving a bit longer second time.
If rust is really bad and holes develop you can either get it welded up or find a newer frame without the rust. wouldnt spend too much money as its really not worth much but could be a good learning experience

I don't know exactly,but why not add a small auxiliary tank. Buy or borrow a tank from another boat or lawn mower. It will be easier to install if it is small. Find the fuel line and attach the replacement. Add a small amount of fuel and try to start the engine. If it works great, if not the investment was small.Above all please be safe.

spend about 5.00 at the car was getting most of it out then use small .99 cent lawn mower fuel filters in the fuel line from now on.

You may be able to get someone to sandblast it for you. Ask a body shop or radiator repair shop. They may do it for you, but it may be more trouble than it's worth.
