What is possible depends upon who may have been embezzling and what the church legal documents say about how the church was supposed to be administered. If it was an ordinary embezzlement, such as by the church secretary or bookkeeper without the knowledge of the church governing body, then the church governing body should gather up preliminary information and turn it over to the local DA. If the embezzlement was at a higher level in the church leadership and the leadership does not appear to be cooperative in helping an investigation, you may have to make a statement yourself to get some sort of investigation started. In this situation, the person(s) making charges should be prepared to face severe criticism and/or ostracism. The general rule regarding churches is that funds are to be used for charitable and religious purposes with "reasonable" allowances for salary and expenses where properly authorized and reported (W-2 and 1099). Can you go further up the chain in your denomination? Some denominations have more control over individual churches than others. In a religious organization you need to be very careful about making unsubstantiated charges, but at the same time sweeping wrongdoing under the carpet never does the organization or adherents any good, either. In a religious organization, I suppose one should make an offer to drop all charges or not make charges if restitution is made after finding wrongdoing, but the history of every religious institution in this country indicates that after finding wrongdoing it should not be covered up, otherwise the individual involved usually just goes down the road and tries it again.

Your question is a little vague. If you are talking about people embezzling money from the church, then contact the local police. if you are against churches, that's why we have religious freedom in this country.
