Arrogance is negative, while Confidence is positive.
A person that is arrogant is really a weak person inside, and tries to hide behind the hard, i've got it all look. They feel the need to show it off to people because they are just that, show off with no real potential....at least they think so.
The confident person knows who he is, and is comfortable with it, and doesn't have the need to show it off, or prove it to anyone.
Confidence is a winner, that quality can take you places. But arrogance can actually get in your way, and lead you to failure....
hope that answered your question.
Cheers

Both quality and quantity.
Confidence is a well founded, reasonable belief in ones abilities.
Arrogance is a disproportionately large, possibly unfounded, almost boundless belief in one's power.
Unfortunately, many mistake arrogance for confidence, and find out too late that their trust and belief is misplaced.
Indicator: arrogance is noisier and showier. Confidence is usually quiet action.

Arrogance is broadcasting your confidence.

Confidence, in and of itself, is straight up enough to those who aren't arrogant. Knowing what you're capable and projecting what you're capable of are two completely different things.

Real heads don't broadcast.
