You're a dumbass. There is no such thing as "being considered" breaking the law. You either break it or you don't. And in case you really are too dumb to figure it out, yeah, it is breaking the law to hurl bags of dogshit at passersby. Unless your friends were up on the roof aiming for you....

Nope its bad, yep you could get arrested if not a 72 hour hold for evaluation, which might be good even if you don't do it. Guess your summer is super boring huh! I think you even get busted for H20 balloons being thrown. I believe in both instances it would be considered assault. Have fun and try to stay out of trouble, jail, and the mental-ward this summer. Seriously: Most likely there are laws & ordinances that you'd be breaking...check with your local law enforcement &/or governing agencies.
