His aim is to reestablish the Caliphate, a Muslim empire spanning from Afghanistan to Spain. He's actually the exact opposite of a freedom fighter. He's an imperialist.

He is a terrorist because he kills innocent people and uses terror to promote his cause. A freedom fighter(if violent) kills those people only, who are responsible for oppressing a large group of people.
