A Man name Mark asks you to leave a msg but nothing ever comes of it????

It looks like a UK mobile number, but if you call your service provider they should be able to tell you.
I've heard of a scam whereby the scammer contacts thousands, or even tens of thousands of people and you are tricked into calling a number. Even if the number is at £1/min and you only stay on the line for a few seconds, by the time thousands of people have responded to the false message the scammer has made him or herself a tidy profit!

It looks like a personal number that tries to connect to your mobile, home, office etc. I think it costs around 50p/min to connect.
