A trend I notice is that when you use the official country name, such as the Republic of _________ , or the United States it is prefaced with the, but the nickname or shortened name is not proceeded by the, such as in Germany, or America. The Netherlands is an official name while Holland is a commonly used substitute for the country name. I don't know how prevalant my observation is, but it seems to work for many countries.

Netherlands is another way of saying "low countries" so the prefix "The" makes it "The Low countries". Its considered low because much of the land is below sea-level.

I believe it is because it is shortened from the full name, given it is translated to English as : the Kingdom of the Netherlands.
