Lot's of reasons:
1. It's quicker
2. If you don't say "Number" at the end people might think you literally mean a pin (like a needle)
3. Some people probably don't realise (or care) that the last letter in PIN actually means number.

Because we like acroymns and making our live a little shorter. Yeah we could all say Personal Identification Number but why? Why do they ask for ID instead of Indentification for that matter. It is just faster and easier.

The same reason we call an ATM and ATM machine (Automatic Teller Machine Machine). We are good at that sort of thing.
Also, only in the English language to feet smell and noses run!
Were good at not making any sense! No wonder others have such a hard time learning our language!!

For the same reason they say GOP party (in the States) which is actually saying "Grand Old Party party", they forget the expression in question is a noun, not an adective and already has the term they're tacking on the end included.
