Without knowing specific temps in winter for you, I'd say it's iffy.

Certainly if its root system is established and you cover it somehow to insulate it, something of it may survive, assuming the frost line doesn't get to the roots.

I live in Central FL USA and palms here are affected by temp changes. I have to believe even more so 1600 miles North of me.

you will have to cover it with a thick insulating fleece, will probably have something there in garden centres, that is what they do in parks here in Wales, even so may be too cold, have friend in Edmonton who can only have lavender as an annual no matter what they've tried, covering, moving to garage
