Windows ME is a little dated nowadays and, to be honest, very quirky. I would assume you can still get updates for it, but I would check with Microsoft first to confirm this.
My recommendation is upgrade to XP at the first opportunity, but this also depends on a few factors as well. I wouldn't recommend trying to install it on anything less than a 700Mhz machine with at least 128Mb memory.
If you meet that spec, then it should be fairly easy to upgrade our system. Providing the PC has been set to boot from CD before hard disk (BIOS settings) then it should be a case of inserting the CD and rebooting the computer. You will be prompted to press a key to boot from CD, so watch for it and press a key when asked.
After that, just follow the prompts and XP will be installed. Make sure you start off prepared though - e.g. ensure you have all the required XP drivers for devices such as Graphics, Sound, Network cards, Motherboard, etc on a CD or USB flash drive. Do that and the installation should go smoothly without hitting too many critical issues.
Afterwards, once you have set up windows and your internet connection, (make sure you have firewall and anti-virus protection installed) go straight to microsoft and get all the latest updates for your PC.
It all sounds terribly complicated, but it's not really. I've shown numerous people how to do this, and now they can install the operating system without my advice or assistance.
Summary : Me is terrible and outdated
XP is the people's choice!
Hope this helps.

Upgrading from anything previous to XP to XP is a bad idea because the file systems are completely different.
If you upgrade, Windows XP will be plaformed on a FAT32 filesystem which it wont like and so wont be as good.
If you do a clean install, Windows will put itself on NTFS which is far superiour and more stable.
It is recommended that you do a clean install of Windows XP and not upgrade.
Unless you know how to convert from FAT to NTFS?

Windows XP uses different drivers so you need to make sure you have the latest drivers for your printer, network card, modem, sound card etc.
Not always easy as sometimes manufacturers close and you can't find new drivers for old peripherals.
I recommend a clean install and backing up all your files first, and I would also get help from someone who knows what they are doing.

Backup, Backup, Backup. Whatever you do, if you want to make sure that you will not end up worse than you started, make sure you backup up windows ME. Worst case scenario you will be able to get back to the original configuration.
