Actually, I would need just a little bit more information. Often when a doctor talks about low blood, it usualy means red blood cells but some of what you have posted also seems to indicate a low white cell count as well.
If the red count is the problem, a transfusion of packed red cells would, if the count is low enough, bring levels up quickly. Iron supplements or an iron rich diet would help bring the red count up or help keep it up after transfusion if it is necessary.
If the white count is also low, things get a little more complicated. A whole blood transfusion could be done, but units of whole blood would probably have to be specially collected from someone giving blood directly to the patient. Most blood centers do not keep whole blood any more, they divide a unit into packed red blood cells, fresh frozen plasma, platelets and sometimes up to two other fractions so as to help as many people as possible from each unit of blood. If a whole blood transfusion doesn't solve the problem, a bone marrow transplant may be the last choice.
First thing to do is to find out just what the problem is, low blood count is a symptom not a disease in itself, something else is causing this, you need to know what that is. At first guess, I would suggest seeing a Hematologist, this is a doctor specializing in blood and dlood diseases.

I don't know for sure But I think a bone marrow transplant would help. (I'm pretty sure that is the stuff which makes blood cells)

There could also be ways of helping by changing her diet.

But you should talk to your doctor about her options. Or perhaps try a different doctor if that one wasn't very helpful.
