A trouser only has 2 legs when someone is wearing the trouser, other wise it has 2 holes which can be used to put legs through! Also a bra has 2 cups but its still A BRA! A T shirt has 2 sleeves but isnt a T Shirts!

You do not wear a pair of trousers you wear trousers the word ends with an "s" The same with the word pants

I believe its just an expression, but, you do have 2 legs in the trousers don't you??? I think that is what it is referring to.

it's a PAIR of trousers, otherwise you'd have to say you are wearing trouser.
