This is totally situational:
Are they a family member that you had a fight with? Let it cool down and then call and apologize in a year (even if you were right) and move on if you care about them
If it's a lover: I would assume they were trying to get rid of me and stop talking to them altogether. It hurts but they usually contact you in about 2 mos. to 2 yrs.
If it's a job: Formal emails, followed by phone calls, and finally, when it looks hopeless, go to their place of business and confront them. At that point you will probably not get the job and maybe an escort out of the building but they will be sure to answer future emails and calls.
If it's an enemy you have to work with then be businesslike and do your part without expecting a response. Maybe ask for a time to talk things out. Make sure though, you've well documented your attempts to communicate with them regarding the importance of the project, etc. you may be working on so you've got all your duck in a row, so to speak. That way they can't come back and say you've been ignoring the project.

Write a letter, send a telegram, send a singing-gram, send balloons , send flowers, leave a message or 3 (but no more) on their answering machine
You should give up after awhile as you would not want the person you are trying to contact to get a restraining order against you.

At any given point in time, there are a half-billion or more people on-line that speak English. GET NEW FRIENDS.
A person that IGNORS you simply does not want to be your friend. I think that friendship should be a two way street.

It depends on why you are being ignored. Some people like to play it coy, hard to get or superior.
Respect their wish and do nothing. Don't contact them. If they want contact, it will happen naturally.
