I dunno, but fat is actually a storage of food so maybe that's why. My wife is a white South African, and interestinly they have the larger hips, and lips for that matter. Not just as big as the black girls but bigger. And actually, I can remember seeing the film Zulu and the girls in it had nice/shapely things and hips. Heck, better stop thiinking about it...... Think of nothing........

i dont know of the purpose it would serve for survival but... the african climate changed people over the years to exhibit certain traits just like the north american continent changed people for survival too. inuit (eskimo) people have slitted eyes to relieve the snow glare (too bright)... russian people are usually very pale because they don't spend alot of time outside... ukranian people have big bones because generations and generations have eaten ALOT of dairy... crap like that.

Its just our culture, english women tend to have an hour glass figure, asian women tend to have small waists and be petite and African women have a big more usually from the waist down.
