my fiancr has her final interview in manila.how long after approved will it take for her to have visa in hand?

Your Fiance will receive her passport with the Visa inserted plus a sealed package she is to present when entering the US. This will arrive within 10 days of her interview at the embassy, give or take a few days based on distance and holidays, etc.
