that is about right, you just have not blossomed yet - be patient. i was the flattest girl at your age and now at 22 i am a d cup (and that is not fat, my friend)

You don't need to wear a bra at age 10, but if they come in sizes that small, you can wear it if you want to. You will not normally develop and need a bra until you are 11 or 12. Do not worry about your small size. Be glad. You'll have decades to get fatter. Enjoy your childhood.

No, they are not too small for your age. Totally normal. They'll grow honey! It sounds like u don't really need to wear a bra just yet tho!
