Place vinegar in a spray bottle and apply put on your weeds, this will take care of the problem.

You should have put down a weed barrier before placing the sand and stones. Besides using a weed killer, you can use boiling hot water to kill the weeds for now, so you don't have to use weed killer. But this treatment will have to be repeated quite often.
As far as sand-go to local hardware and get a good bag of playground sand.

Go to any paint store and get a gallon of muriatic acid, mix stronger than recommended---wear old clothes don't splash on you, kill your weeds. It works in an instant and will not leach or hurt anything once it is dried out. Very cheap and a quick fix, I used it alot in NC to keep my brick walks clean. I bought a large sprinkle can and mixed it in that so I could control the flow. If you are leveling use a sand and clay mixture to help hold shape.

Look for a product called "Scorcher" by Enforcer. It is a soil sterilizer and nothing will grow there for arouond 6 months so be careful. I use it at work to keep weeds out of cracks in pavement, behind A/C units ect. But like I said, NOTHING will grow there for about 6 months.
