Depends on which aspect of IT your referencing I suppose. In telecommunications alone, this would stimulate production in an economic standpoint and facilite new jobs to support the new infrastructure in place. Other applications also include e-commerce, e-government, telemedicine, and distance learning resulting in better jobs, more responsive government, improved health care, and greater educational opportunities, There are several groups of government agencies and grant departments that deal specifically with this type of deployement into the rural environment to make sure that lower income areas receive similar technology that might normally only be avilable in urban environments.

Access to information via the internet. Information = Education = Power. Also IT fosters the building of infrastructure needed to foster economic development. (i.e. Can't have businesses without servicable telecommunications networks.)

IT is not beneficial if governments censor information into those rural areas. Then the internet becomes just another propaganda tool.
