there are currently no welsh urban areas with congestion charging.

the welsh assembly has discussed the possibility for central cardiff - but so far no action has been taken.

parking is both difficult and (usually) expensive in the cardiff centre - but most other places i doubt you'll have too much grief.

None that I'm aware of - Cardiff have been discussing it as a possibility, but I don't think there are any as yet, either there or in any other Welsh town/city.

If you go in to Wales across the Severn Bridge there is a toll on is which is £4.90 for cars - so that needs to be considered.

no we dont have a congestion charge, but we do charge the english to come into our country via the bridges

No, thats just London at the minute. You might come across a motorway toll road though.
