Because reading is a quiet time, relaxing thing to do.

I don't think that reading is only done at bedtime. I work at night, that is why I answer at night, and I read to my kids any time of day that I have a chance. Usually early evening while dinner is cooking. read a book, check the rice, read another book, stir the soup or whatever. Also I read anytime that they are sick or I have a headache and don't want to hear the noise of the t.v

being a parent myself - we find that our offspring are far more receptive at bedtimes than during the day when they have so many of their own projects on the go.

Also having a routine together at bedtime helps the child unwind and ready (hopefully) to sleep. Being read to is a passive activity that helps calm your child in readiness for sleep also.
