before or after you make any changes in MSConfig ? Why are you trying to access MSConfig ? MSConfig changes will not take affect until after you reboot the computer system - your settings may be set to automatically reboot after you make the changes in MSConfig.
If it's happening when you try to go into MSConfig trying booting in Window's SAFE MODE first, by pressing the F8 key during start up of Windows. Try running MSConfig from within SAFE MODE, that may help.

The Changes that you make using Msconfig only take effect if you restart your computer. Dont use msconfig or dont press ok buttin it will not restart.

It sounds like your system may be becoming unstable OR you have an option someplace that is making it do this.
Unless you know what you are doing you should refrain from making changes to things you know little or nothing about, otherwise you can make your system unstable which could end up with you having to do a reinstall of windows
