Be fair, praise and reward those that are effective (not necessary the one that's most hardworking). Encourage the bad performers. If they still dun perform after a period of time, remove them. A non-performer is a burden to the team and often demotivate others.

We take our staff out for lunch every now and again... we make work relaxed, if they work hard then we don't mind breaking the rules every now and again i.e. being flexible if they want a couple of hours off etc. One guy left and came back because the working conditions were better for us!

every friday should be hawaiin shirt day. so if you want, come to work with a hawaiin shirt. and jeans.

Competition. There must be away they can compete with each other. Office to office...shift to shift....department to department.... pride and vanity will do the rest.

make it that they work in order to get paid, my staff have to turn in a time sheet that is signed by the person they worked with. if the person doesn't sign it, i don't have to approve it and pay them for their time. in other words, my staff have to do the work in order to get paid for it.
