If you just want to experiment, you can use Movie maker that is bundled with Windows PCs.
You can make a series of pictures on MS Paint, or draw them your self.
You import it into Movie maker, and lay it down in the smallest increment possible you can come up with something.
That's how I made this:

It takes some time, but is possible.
If you need a step by step walkthrough feel free to IM me and I'll get back to you.

The best product out there for a decent price would be Macromedia Flash MX, which is a 2004 version that comes in the Macromedia Studio MX set, that includes: Macromedia Dreamweaver, Macromedia Flash MX, and Macromedia Fireworks. Flash is a good program for starters and gradually, you should step up to 3D Studio VIZ, which is a fairly expensive program as well, but is more in-depth, so you can make 3D models instead of 2D objects, which very good textures of all types. I recommend if you are very serious about animation, buy 3D Studio VIZ.

Well, nowadays alot of it's done by computers. But back in the day, it was done with lots of drawings (each a little different from the other to produce character/vehicle movement), and you had lots of artists and writers to bring it to life with backgrounds, storylines, and music. The longer the movie, the longer the production. Average for both methods is about 4 years, and that's for your average 90 min. movie.

Yes you need special software (which is expensive) and a powerful PC. But I think you can start making animation using Macromedia Flash.
