I am sure it can be done.
I would like to listen to a program on my sound system and not be a slave to my computer.
This has bugged me for months.

I use the freeware product Audacity to record streaming audio. For streaming audio, of course, it is necessary to be playing the program in real time whilst recording but you can go away and leave it running.

Besides recording streaming audio, such as radio programs, it is quite a good little sound editor so you can tidy up those drop outs and apply filters to the resulting file and so on.

It also converts between various file formats.

You can try visiting the ofcom website, they may have information there.

Otherwise, if you are prepared to listen in real time, you can simply listen online, and feed the audio out of your computers headphone jack into an MD recorder, or a CD recorder. Make sure you check the levels, otherwise the sound quality will be awful.

i use a program called radio tracker it works well and will download multiple songs at the same time. it can be downloaded off the internet just do a search
