Not directly, but UK immigration has a number to report illegals and the Social Security people also have a number for reporting benefit fraud. Check out the gov websites.

Even if you do, your just wasting your resources, you won't get a reward as the government ie local authority are the proper claimants. You can't take any action, because it has nothing to do with you even if you pay the tax. The money legally belongs to the local authority. I would however call the benefit fraud hotline, but that is as far as you could go.

No but the best thing to do is contact the immigration service with as many details as possible of the person and they will be able to investigate. Whether the do or not is another matter but they will be ABLE to.
