Without hurting her feelings?

It is a sticky situation, but you need to avoid the use of any name calling or insults.
What I have done with a friend in this situation is before attempting to discuss it with her, I sat down and thought about why I thought he was a jerk and what qualities that she possessed that I thought made her a better catch that what she was giving herself credit for. I tried to stick to the facts, then support them with an example of what I had observed.
This can prepare you for when you do speak to her and tell her you are only telling her this because you care about her, and that you will support her decision is s because you are her friend. Let her know your reasons for concern for he to consider before entering into a lifelong commitment with this man and what a great gal she is and why you think she is great, but seriously try to avoid at all costs telling her directly telling her "she could find someone better" because if she choses to marry him, it will be insulting to that decision and she may avoid you or become uncomfortable around.
The decision is ultimately hers to make and all you can do is be a supportive friend, but I do think you owe it to yourself, her and your friendship to be honest about your feelings, but in a constructive way that is not going to put her on the defensive and make her feel like you will not be her friend if she does choose to marry him.

sit down and talk to her. tell her that u care for her and that if she marrys this guy she will be making a big mistake for both of you. if she is really your best friend then she will listnen to you.

She's the one getting married. I would advise to let her take her decisions.

Just be honest to her. She will appreciate advice from a friend. But if she doesn't, just be there for her when she falls.

I would say, "Girl, you can find someone better."
If she is your best friend she will believe you. :o)
