I am guessing at this point, but I have some experience to back it up. Low energy ions attack the polymer surface creating two effects: etching and oxidation. The etching causes destroyed polymer chains that increase surface area and roughness. The oxidation attaches electron-filled oxygen groups that is attracted to metal.
