you need to do a few things, it would be easier if you pick a commercial real estate agent to help you. first you need to find out what zoning you need, it will be industrial. then you need to check for special use permits. also you need to know what restrictions will be placed on the land such as distance to street or side lot etc. there may also be a hours of operation restriction. this all depends on your local goverment. i would start with planning and zoning or building safety with your local goverment. these people can be very helpful but they do this all day, be nice to them and polite dont be in a hurry it matters little to them if you ever get open. then maybe talk to a broker or planner. be prepared for weeks of doing this, maybe sooner but it can take awhile.

Well first it depends on what country you're in - but yes - you will need planning permission - but also think about the environmental side - you might find your local government will charge you for lots of other things you havent thought of... Plus you'll need quite alot of land in a good area (ease of access for large vehicles, etc) + power + someone you can sell the recycled metal to (remember it costs to transport tons of metal)
