if "I think it is true.=I think it (to be) true." is possible, is it possible to omitt "to have or to be" in (a),(b) like this.

You certainly can't omit "to have" and you shouldn't eliminate "to be" in (b). I don't quite agree that "I think it true" sounds grammatical anyway. If you like eliminating "to be", use "consider" instead of "think".

No, it's not possible to delete the verb in your examples. The result is ungrammatical. Great question.

No, you can't omit the infinitive.
