I would try to get all gas stations nation wide to install E85 pumps.
I would subsidize the governmental fuel with bio and alternative fuels. I see no reason why our tanks can't be just as deadly running bio-diesel. I would start small at maby 2-5% and build from there.
I would order a hybrid limo. Every company would jump at the opportunity to build it just for the prestige. I would encourage all members of government to buy fuel efficient cars for travel and require my staff to have them.
I would make it so that any road built with federal money would have to have a side where bikes can be rode and try to get a bike highway in place. I would also start a nationwide campaign on walking and biking vrs driving.
I would start a package of sending hydrogen buses to the larger cities for mass transit. Increase funding on scrubbers for smoke stacks to reduce emmisions from our factories.
I would work with businesses and private good will persons to go overseas and try to help with their enviormental policies. Lets face it, compared to some nations ole GW is a tree hugging hippy (I do like some of his policies though like the tax incentive to buy a hybrid, I would keep that up). See if through good will ambassadors if we can curtail the clear cutting of the rain forest, clean up some of these areas that are so polluted 80% of the babies are born with out brains.
I actually sent this to my elected officials among other things a while back.

first of all, if i was the president then first i would stop this war because seriously this war in Middle East, believe me folks, right now the fresh air that we breath, if couple more wars erupted, there will be no more air on the Face of this planet to breath. Because of ammunition that's used up in wars is everyday damaging our Earth's eco system and those weapons when used, release types of gases that are no good for us neither any animal or plants. It could kill our us including the whole planet then there will be no need for an Apocalypse. It's a fact folks.

If I were a U.S. president one of my first acts in office would be to apologize to every nation that had suffered because of our often self centered and inconsiderate Foreign Policy. I would go the UN General Assembly meeting name every country the U.S. had intervened in and say sorry we acted so selfishly and damaged your country as a result. There would also be a program set up to filter clean and sanitary drinking water to one billion people who have had their water sources destroyed because of wars, weather and overpopulation. It would be funded by the richest countries of the world as a way to give back to the developing world after slapping a large defecit on their backs for more than fifty years. Africa's problems would be a main hightlight of my administrations along with making sure Israel-Palestine live in peace together. Palestinians would no longer have to live in fear of Israeli oppression nor would Israelis live under stress of terrorist attacks. The Security barrier along the West Bank will come down if I were president and I wouldn't side with Israel on every action they take. I wouldn't invade countries without a plan to win the peace and promote dialogue between the two sides.
I would sign the Kyoto Protocol and every treaty that bans the use of nuclear weapons. U.N. weapons inspectors would be allowed to visit every nuclear facility in the United States after which every nuclear weapon in America would be eliminated. Afterwards I would ask the U.N. to have every single owner of nuclear weapons turn in their reactors and weapons and eliminate every nuclear weapon on the face of the Earth if they can be found in time. Than we would switch all the engines of every vehicle in the U.S. and China to run on Ethonol or biodisel namely vegetable oil. There would be more wildlife refuges in Alaska, Rwanda and elsewhere where large animal populations are in need of protection. And no one will be allowed to drill for oil inside any animal refuge even if a polar and its familiy lived on top of it! Those are all the things I would do if I were president. Although I have to admit it seems a little too Utopian in terms of real politicks and how the world works now a days.
