Well, unless she's a real dunce, you're right; she probably does know. I mean any idiot could probably tell that you're walking... and that you're seeing - so what's the big deal in that?
Now then, what you should consider is: weather you'd like to talk to her about other things. Think of it this way: wouldn't you look rather weird going up to her and saying, "I'm walking and seeing, did you know?" and wouldn't it be much better to say something like, "Good morning... It's a fine day for a walk, isn't it? Would you like to join me in a stroll and perhaps we can share the time chatting?" So... to answer the question you asked as directly as I can, I'd have to say "No, I don't think you should tell her" - you'd look really, really dumb if you did.

Learn how to talk first before you approach her so you wont get tongue-tied and have her think you are stupid. Practice what you want to say to her. Do you want to ask her out? Do you want to be her walking buddy? Do you want to know where in the neighborhood she lives? What do you want to say to her? Practice makes perfect! Once you have built your confidence level up you will be able to conquer the world, Then and only then should you approach this girl or any other girl. Good luck!

If you're a little nervous to come right out and say so, there are other methods. Like winking or grinning that special smile, or just engage her in coversation. (Girls like to talk, most people like to talk about themselves....) Ask if would be ok to ask her out, that way she's not really rejecting you if no.
Try something. Is she worth the risk?
