If you don't count the written part of the language, French is harder. One of the most challenging aspects of learning any language is the grammar. And some of the most difficult aspects of grammar are the verb tenses. While Japanese only has past, present, and future, French adds past perfect, present perfect, future perfect, subjunctive, etc... I don't even remember all of those tenses anymore.
If you count writing, then Japanese is harder. This is because by junior high school, a typical Japanese student has already memorized over 2000 characters. While a foreigner can learn enough to read a newspaper, no foreigner can ever truly catch up to a native except under extraordinary circumstances. This is not the case with French.

It probably depends on what your native language is. If you come from Asia, especially China/Korea, then I expect Japanese would be easier because it's more closely related to your native language.
Most people who have a western language as their native language would probably find Japanese way harder to learn than French.
