The new state law, which goes into effect Nov. 1, 2006, will make it illegal for anyone under the age of 18 to get a tattoo. There is no provision for parental consent; it will simply remain illegal.
The rule for body piercing is slightly different: Minors will be legally able to get a body piercing with written consent from a parent or legal guardian.

um i dont know about okalhoma but texas will let minors w/ a signature
