Mapquest says it's 1500 miles-1000 bremmerton to LA and 500 LA to PHX
assuming that you get 25 mpg you will use 60 gallons of gas @ $ 3.25 /gal=$195
how to save money:
carry all your food and water with you
keep your speed within legal limits
avoid preventable and unnecessary on the road repairs.
plan to sleep in your car. This is not nearly as dangerous as it would seem . since you will be sleeping in your car in daylight. What ?
this time of year the drive from LA to PHX is done in triple digit daylight temps- across a very unforgiving Mojave Desert. The solution is to drive it at night.
So drive Bremmerton to LA in 17 or 18 hours.
.Park by the beach ,get some sleep until the sun goes down . and hit the road.[ daytime summertime temperatures at the beach rarely get out of the high 80's] I-10 west ends at Santa Monica Pier and I-10 East straight to Phoenix. Problem solved

I made a trip like that about 2 years ago and it cost between 1000-2000. I would say you need at least 3k to make the trip. And if you have someone go with you that can drive it won't take but 24 hours tops to get here.

If you travel down the coast (essentially), my "map maker" says it's 1569 miles.

How many miles does your car get to a gallon.
What's the price per gallon in the West?
Planning to stay in a motel/hotel? How many times?
Planning on meals?

If you don't have a lot of luggage [that is, if you're not moving], it may be cheaper to fly -- look at some travel sites.

If you drive, take a cooler with sandwiches (even peanut butter & bread), chips, apples... can cut meal costs.

You can probably sleep at rest-stops, but it's not safe... You may be able to sleep at campgrounds (i.e., KOA and the like.). I don't know their policy of "cars" -- call and find out if that interests you. (It's be cheaper than motels & you can use the facilities - shower, etc.)
