If it's someone you know, you need their address and then you mail it just as if you would send something to anyone else. The FPO /APO part is like the City and State. You do have to fill out a customs form for any packages sent to them overseas, even if you're sending it to an FPO address.
If you are wanting to just send a care package to someone who is in the military (you don't know the person, you just want to show support), that gets a little more complicated. As someone mentioned, because of security risks, they can't accept packages from individuals that are sending a general care package sort of thing - BUT--------
You can send an email / write to one (and include your email if you would like a pen pal) using Dear Abby's website - the address is:

If you want to send a care package, or do something along those lines, there are sites that you can organize sending care packages through - such as these:
the USO's send a gift program - you can donate phone cards to be sent and given out so the service members can make calls for free, and you can also donate to care packages that are sent by the USO.

Or, you can go to the VFW site for Operation Uplink and they are donating calling cards to service members also.

There's also this site you could consider, too - you can send care packages through them (I've either used or had other dealings with the first 2 groups and know they are good and do what they say and are very supportive of the troops - I've not used this one, but I've seen it and might use it sometime):

Basically though, due to security reasons the the logistical issues it would take to have to screen all the mail sent from "unknown mailers" to "any remember", you either have to know the person (or at least know someone who knows them and can give you a name and address), or you have to go through a site like this.

The military services, because of security issues, no longer accept packages/letters addressed to "any serviceman." You can contact your local church, Red Cross or other non-profit agency to find out if they have the names and addresses of soldiers who have little or no family. Look around for an "adopt a soldier" organization in your area. Another resource would be to contact the Family Support Center at a base near you. They usually maintain lists of servicemen and women who could use support.
