Yes it hurts. I had mine done when I was 30..The reasonable age is when you are mature enough to handle the possbility of infection and what to do if you get one (infection) and also the aftercare with turning and cleaning which is painful..The pain (piercing) lasts for about 2mins , discomfort about 3 weeks then you're ok, but several people I know have had infections where their body neglected the piercing and tried to push it out..not pleasant..these are all things you need to consider before you get the needle.

I don't know that there is a reasonable age. I think it's society driven that children don't get such things, but teenagers seem to get it done and it's accepted. It didn't hurt when I had it done. It was quick and I thought it hurt less than an ear piercing. It was, however, tender for a while.

it depends on the maturity level of said person.

while having the actual piercing done is almost painless (my ears hurt worse than my bellybutton) it will get irritated by everything it rubs on for several weeks (like your pants and shirt)

also one thing many people dont mention is they take about 9 MONTHS to heal (ears take about two weeks) due to the lack of blood flow to the area. you cannot remove the jewelry during this time at all.
during this time you need to clean the ring twice a day with antibacterial soap and/or salt water to prevent infection. you also are not supposed to go swimming or take baths during this 9 month period because of risk of infection.

I never regretted having my belly button pierced but it is alot of upkeep during the first year, I don't recommend it for a child.

16 is appropriate.

It depends on your pain tolerance.
When they pull the skin out, I found that when they stuck the needle through a shooting pain went right down to my feet. It wasn't anything I couldn't handle

The naval is the hardest place for a piercing to heal.
I read it can take up to 2 years!

it does not hurt. it feels the same when u get ur ears pierced. it's just like a quick sting, and if u take care of it good enough it won't get infected. trust me. i got mine when i was 17. i had to BEG my mom.
