You have a few options. If your using Internet Explorer then click on tools and select Internet options. Click on the tab for security then select select "restricted sites and find the button that says "sites" and click it. Type in the website address in the "add to website zone" and click the add button. This will disable the site on the most part.
Another way to to go to Windows Explorer (right click the "my computer" icon on your desktop or from the start button and select explore" and then from the toolbar at the top of the window click on tools and select "folder options" which will open another window which you then have to click on the "view" tab. in the Advanced settings window find the settings called "hidden files and folders" and make sure :show hidden files and folders" is selected. click OK or Apply then OK and close all the windows you just opened. Now click on start and then search then files and folders. If this is Windows Xp then on the left select all files and folders then search for hosts files and right click it so you can select "open with" from the window that comes up select notepad and when it opens you need to read the example they have and then in the list (right below 127.0.0.1 localhost) type in 127.0.0.1 then a space and then the website address. Save it as Hosts in this location:
For Windows XP
C:\WINDOWS\system32\drivers\etc
For Windows 2000
C:\WINNT\system32\drivers\etc
