Try the Tropicana. Pools are right there along the sidewalks in the gardens where any tourist can get access to.

I would have to say The Flamingo. All you have to do is walk through the casino and out into the pool area (they have a lot of different pools, so you can choose which one you like the best) and just dive right in. Or you can lounge by the pool. Of course, if you don't have a room key you cannot get discounts on alcohol or food, but hey at least you can swim in a nice, clean pool for free! Giver 'er a shot!

On Sunday's Hard Rock has what they call Rehab where the pool is open to the public.

Buy some old room keys on E-Bay.
Or just ask someone that's checking out for their key.
Or just look around for a key most hotels just ask that you show a key to get in very few actually check to see that you are really staying there.

caesars has an awesome pool and i was able to get in twice just by holding the door for someone who was leaving.
